It appears that drivers have been getting faulty parking tickets from City of San Jose Public Parking Department and admitted to their wrongful operating system. A total of 1200 smart parking meters were installed to help drivers without cash money to pay for their parking spaces, and should not be reset until there is no more parking fee money. The parking meters downtown have been resetting themselves automatically when construction is happening around the area where parking meters are located. The transportation department personnel mentioned there is no way to search the database - City of San Jose public parking officials have been trying to figure out a resolution, and avoiding this from happening again in the future for motorists.
