Her legislation bill AB1108 (Assembly Bill 1108) proposal was facing greater opposition from oil group associations. Automakers were characterizing the legislation as more favorable for Tesla Motors in Palo Alto, California. Because the state budget for fiscal yearly period is already ratified for current fiscal year, some state legislators are feeling hardship with funding allocations. Including environmental climate changes and pressuring divide among state legislators regarding funding allocation for other projects.
