The progressively high speed train system administration in California has filed an exemption to purchase parts from international companies. The California HSR (High Speed Rail) Authority has filed procedural paperwork with FRA (Federal Railroad Administration) for the exemption process from the Buy American Act. The HSR agency 2016 business plan estimates the costing amount for trains would be approximately $3.4 billion and opening doors for international trade groups. The HSR administration sent a letter to Sarah Feinberg, FRA Chief Administrator, saying "the need for train equipment was not being manufactured within the United States and safety is an issue of concern."
